Summary: The Opportunity Youth Center is designed to provide support to 16-24 year olds who have been disengaged from school for at least 30 days and/or have dropped out of school, with the priority population being 16-18 year olds. On September 25, 2017, the school board approved the planning and development of the OYC. Staff is proposing the OYC be located in the Monument Corridor at 1800 Monument Boulevard Suite M, Concord, California with satellite services in Bay Point. The OYC will be a hub of services to increase retention in school while providing support to the youth to ensure a successful transition beyond high school. The OYC services include: case management by district work based learning coordinators, credit recovery and academic counseling, mental health services, career readiness workshops and career exploration, referral to community services, life skills workshops, paid work experiences, internships and summer jobs, and transitional support connecting youth to post-secondary education/trades/apprenticeship programs/jobs leading to livable wages.

Staff requests approval to enter into a lease agreement with Plaza Concordia, LLC, a California Limited Liability Company, ending June 30, 2020 funded by the Workforce Investment and Opportunity Act (WIOA) Grant.
Funding: Funding for the lease agreement provide by Workforce Investment and Opportunity Act (WIOA) grant (3977).
Fiscal Impact Year 1-March 1, 2018 - December 31, 2018: $19,409.40
Year 2-January 1, 2019 - December 31, 2019: $21,377.56
Year 3-January 1, 2020 - December 31, 2020: $22,001.08
Recommendation: Approve the lease agreement for the location of the Opportunity Youth Center (OYC).
