Summary: MDAE requests the review and ratification* by the Mt. Diablo USD Governing Board of the attached MOU and Sub-Recipient Agreement between Rubicon Programs of Richmond, California, and MDAE, in support of the newly-established Contra Costa Workforce Collaborative (CCWC). The CCWC is a collaboration among Contra Costa County K-12 District Adult Education programs, the Contra Costa Community College District (CCCCD) and Community-Based Organizations (CBOs), for the purpose of operating the Workforce Innovation and Opportunity Act or “WIOA” funded American Job Center of California (AJCC)/One-Stop “comprehensive site” located on Port Chicago in Concord, California, formerly operated by the Workforce Development Board Contra Costa County (WDBCCC) and to deliver WIOA-funded Adult and Dislocated Worker (A/DW) Career Services at locations throughout Contra Costa County. The AJCC One-Stop and the A/DW Career Services provided by the CCWC partners will be overseen by Rubicon Programs as the designated Lead Agency and Fiscal Agent of the CCWC.

*NOTE: Ratification is being requested due to the fact that the term of this agreement is August 1, 2018 to June 30, 2019. Delay in presentation of this contract to the MDUSD Board is a due to delays resulting from complex contract negotiations between Rubicon Programs with the WDBCCC after a March 2018 bid award of a contract to the CCWC for operation of the WDBCCC AJCC in Concord and for providing A/DW Career Services in Contra Costa County.

Funding: Workforce Innovation and Opportunity Act (WIOA) Federal funds administered by Rubicon Programs on behalf of and as the lead agency of the Contra Costa Workforce Collaborative, of which Mt. Diablo Adult Education is a partner.
Fiscal Impact No impact to the MDUSD General Fund and MDAE will be reimbursed for contract-related expenditures up to $33,232.00.
Recommendation: Approve ratification of the initial Memorandum of Understanding (MOU) and Sub-Recipient Agreement between Rubicon Programs and Mt. Diablo Adult Education (MDAE) for the term of August 1, 2018 to June 30, 2019.
