Summary: Government Code section 8855(k) requires all state and local agencies submit an annual report for any issue of debt for which it has submitted a report of final sale on or after January 21, 2017. The report must be submitted within seven months after the end of the Reporting Period. The annual report must be submitted until the debt is no longer outstanding and all proceeds have been spent.

Also, SEC Rule 15c2-12 requires that the state or local government that issues bonds provide certain information to the Municipal Securities Rulemaking Board (MSRB) about the securities on an ongoing basis. These disclosures are made available to investors and the public on the MSRB’s Electronic Municipal Market Access (EMMA) website.

Although not required by Education Codes or other Federal, State or Local pronouncements, these reports are provided to the Board for continued focus on transparency.
